The city of Longview receives Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD). The cities of Longview and Kelso receive HOME Investment Partnership funding from HUD through their consortium. A requirement for receipt of these two funding grants is to prepare a Consolidated Plan covering a five-year period.
The goal of the Consolidated Plan is to develop viable urban communities by providing decent housing, suitable living environments, and expanding economic opportunities, principally for low- and moderate-income persons. The Consolidated Plan includes four basic parts:
- Needs Assessment – this part provides a clear picture of a jurisdiction’s needs related to affordable housing, special needs housing, community development, and homelessness.
- Market Analysis – this part describes the significant characteristics of the housing market, including the supply, demand, condition and cost of housing.
- Strategic Plan – this part identifies the priority needs for the city and describes strategies that the City will undertake to serve the priority needs.
- Action Plan – the City must complete an Annual Action Plan (AAP) that summarizes the activities and projects that will take place during the year to address the priority needs and goals identified in the Strategic Plan.
