Boundary Review Board
The Boundary Review Boards consists of five members who serve four-year terms.  Two members are appointed by the Governor, one is appointed by the mayors of the cities and towns in the county, one by the Board of Commissioners, and one from nominees of special purpose districts.

Current Opening
The vacancy being filled at this time is the appointee of the mayors of Longview, Kelso, Castle Rock, Kalama, and Woodland.  The term will begin Feb. 1, 2009 and will expire Jan. 31, 2013.

Responsibilities
The Board is a quasi-judicial administrative body empowered to make decisions on such issues as incorporations, annexations, mergers, disincorporations, etc. by cities, towns, and special purpose districts.  The Boundary Review Board ensures that cities, towns, and special purpose districts adequately plan and finance urban services and boundary extensions in a manner consistent with comprehensive land use plans.

The Board must base its decisions on specific factors and objectives stated in the Boundary Review Board Act. It can approve, modify and approve, or deny a proposal. Its decisions are final unless appealed to the Superior Court of the County under the law.

Cowlitz County is one of eighteen in the state of Washington that have Boundary Review Boards.
