The City of Longview is constructing streetscape improvements on Commerce Avenue to better its appearance, safety, accessibility and re-create the small town charm we love about downtown. Improvements include new lighting, sidewalks, furnishings, landscaping, irrigation, public art and outdoor gathering places to make downtown more attractive to visitors, shoppers, bicyclists and pedestrians.
The first phase of the construction was completed in 2015 and improved three blocks of Commerce from Washington Way to Broadway. The cost of the Phase 1 improvements including design, construction and project management totaled $1.9 million. The City contributed roughly $110,000 to the initial project and the rest was funded by more than $1.8 million in multiple local, state and federal grants.
In 2016, the second wave of construction extended the downtown improvements one more block south to Hudson Street. Construction was delayed more than once due to inclement weather and competing projects that tended to make labor and resources scarce but the finished result was worth the effort. The cost of Phase 2 improvements including design, construction and project management were just shy of $1 million. The City contributed about $220,000 to the project and was able to make up the rest using grant money awarded by Cowlitz County and Washington State Department of Transportation (WSDOT).
We are excited to announce the third phase of construction is about to kick off this spring. Weather permitting, construction is expected to take about three months to complete. The total project is estimated to cost $1.2 million which will be roughly split between City and outside grant sources. The Phase 3 project is made possible with help from Washington State Department of Ecology's Stormwater Program, and the U.S. Department of Housing and Urban Development through two Community Development Block Grants. In order to get the work done as quickly and safely as possible, the 1200 block of Commerce will temporarily be converted to one lane of south-bound traffic and on-street parking will not be allowed during construction.

During construction, informal meetings will be held on an as needed basis so people can gather to share ideas, discuss issues, and find out what construction activities will be happening 1-2 weeks in advance so you can plan for impacts.
